The question of why the driver was stopped in the roadway will hopefully be answered by investigating officers.  In many cases, we see drivers stopped in similar circumstances as they are looking at their phone for directions or other information.  Hopefully, the State Highway Patrol has seized the driver’s phone to determine whether the driver was on the phone at the time of the collision.
